About the Author: Joseph N. Cooper has worked inside four United States presidential administrations. During the two Reagan administrations, he was a high ranking appointee. Cooper worked as advertising manager for the U.S. Postal Service, where he was responsible for introducing zip codes. He has also served as national director of the OFCCP for the U.S. Department of Labor; creative director for Health and Human Services; and assistant director for the U.S. Department of Commerce, where he established the first Minority Enterprise Development Week. Cooper developed a successful advertising and management consultant firm, building it into 3 million dollars a year company, with clients scattered through the Fortune 500. Cooper’s story is an ongoing odyssey through government Involving the Small Business Administration 8(a) program and how that program devastated his successful business through fraudulent behavior that denied his company work it had earned.. He has traveled extensively throughout Europe, Africa, and Asia on his own and with the Peace Corps as director of advertising and recruitment.
