Slaves in Texas were aware of the Emancipation Proclamation on January 1, 1863, when it became effective. Union and Confederate military records from 1863 contained information on the subject that was in harmony.

Slaves in Texas knew of the Emancipation Proclamation in 1863 and responded to it beginning in that year by enlisting in the Union Navy and Union Army. The Union Army and Union Navy were in Texas and military records documented enlistments. Union Navy records annotated slaves in Texas escaping from owners in 1863 and 1864 and accessing Federal vessels monitoring the coast of Texas. The claim that slaves in Texas first heard of the Emancipation Proclamation on June 19, 1865, is without foundation.

He was commissioned a First Lieutenant in the United States Air Force in January 1982, endorsed to serve as a chaplain by the National Baptist Convention, USA, Inc. Chaplain Vaughn served for nearly thirty years. Education: Bachelor of Arts (History Education) Virginia Union University, Richmond, Virginia, 1976; Master of Divinity Degree, School of Theology Virginia Union, Richmond, Virginia, 1980; Master of Theology Degree, Princeton Theological Seminary, Princeton, New Jersey, 1992; Doctor of Ministry Degree, United Theological Seminary, Dayton, Ohio, 2001. Military schools: Squadron Officer School, 1988; Air Command and Staff College, 1997; Air War College, 1999. He is a LIFE Member of Alpha Phi Alpha Fraternity, Inc. (Gamma Chapter 1975). His publications include the revealing work The Invisible Leader In Montgomery 1955-1956.
