Slaves in Texas knew of the Emancipation Proclamation in 1863 and responded to it beginning in that year by enlisting in the Union Navy and Union Army. The Union Army and Union Navy were in Texas and military records documented enlistments. Union Navy records annotated slaves in Texas escaping from owners in 1863 and 1864 and accessing Federal vessels monitoring the coast of Texas. The claim that slaves in Texas first heard of the Emancipation Proclamation on June 19, 1865, is without foundation.
