The International assassin known as the Bolivian was believed to have been killed when her boat exploded in Aruba. She surfaces to the surprise of everyone except Marc Ryder, Deputy Director, Defense Foreign Liaison (DFL) a little known agency within the Department of Defense. Ryder is given the task of finding her and ending her murderous ways. He will use all the resources available while bodies drop along the way. Meanwhile a Soviet mole in the FBI, a disgruntled aerospace employee and a Afghan drug smuggler provide more worries for Ryder as he goes to Mexico to help his friend, Chief of the Policia Federales. The stars are all aligned as the story explodes on the streets of Mazatlan, Mexico.
