Conrad Kenneth Raines served as a lay pastor, deacon, and teacher in several Texas, Virginia, and Georgia churches, over the past forty-two years. Conrad is a licensed ordained minister and a founding board member of the Julius Raines Evangelistic Association, chartered in 1998. From September 1985 to July 2016, Conrad served a distinguished municipal and federal law enforcement career in Texas and the Washington, D.C., area. Conrad holds a Master’s Degree in Human Resources Management and a Bachelor’s Degree in Criminal Justice from the University of Central Texas.
