Murrell Dived, Chairman of the Galactic Empire, assigns Doctor Raquel Creed, Director of the Galactic Empire Bureau of Investigation, as his Emissary, to undertake a state visit to the mining worlds on the rim of the Galaxy. All is going well on the worlds of Ryye and Jackson. As the Chairman’s Emissary, Doctor Creed, meets with government officials and other dignitaries and attends the customary events and state dinners. Everything changes when they arrive at the world of Rockworld. Investigator Douglas Kincaid leads the initial landing party. And finds that the Rockworld Mining Enterprise, a subsidiary of Kato Mining Consortium runs the place like a corporation. And the employees are held in bondage. Kincaid vows to free the enslaved workers from the yoke of slavery. And leads a strike force team against the Rockworld Mining Enterprise managers and their hired mercenary guards.
