Fred Balmain sat at the gray WWII-era Steelcase desk in his office near Main and Griffith Streets. The commercial space had been vacant since early summer, and was now being used as one of the covert command posts for the Dallas FBI agents working the JFK assassination investigation. Agents from other US Government offices were coming and going throughout the day and night, and the Director felt it would be better if they came and went from somewhere other than the Dallas Field Office.

Tall and lanky, Balmain was a bit earthier than the Director usually liked in his agents, but he certainly met the standards. He lived for truth, justice and America and would vocally, or physically oppose anyone who intimated something to the contrary. Barely forty years old, he was a farm-boy-turned-soldier in WWII, who had demonstrated bravery on the battle field and discernment in Headquarters. Even though he had never been to college, he had a depth of knowledge and breadth of experience that made him an intellectual equal of many senior officers. So they promoted him - first to lieutenant and then to captain by the end of the war. He returned home with a Silver Star, Purple Heart, and numerous other commendations.

Eric Lowans’ operational career spanned nearly forty years, protecting people in a variety of military, law enforcement and corporate security roles, which included participation in a number of sensitive and classified projects. Born in Chambersburg, Pennsylvania, his path has taken him to every continent except Australia and Antarctica.
