When President Bush took office, to most Americans terrorism was something that happened in a faraway place. Scandals in the White House garnered more attention along the political landscape than did international Islamic jihadists. Rumors of drugs running rampant in the White House, missing F.B.I. files, and missing subpoenaed Rose Law Firm records took precedence over some believers’ killing of a bunch of innocent people. President Bush understood that it was his responsibility to clean house. “Monica-gate,” “China-gate,” the Lippo Bank scandal, Charlie Tree, impoverished monks donating cash to Democrats, Loreal Space Corp.’s selling of secrets to the Chinese, 177 last-minute pardons including FALN terrorists in Puerto Rico, and a slew of other offenses required a new tone in Washington, D.C. The American people elected George W. Bush despite the Democrats’ best attempts to sue their way back into office. Americans were still contemplating the effects of DNA evidence on blue dresses from carnal acts in the Oval Office and still pondering President Clinton’s impeachment. Like Clinton’s other broken promises, Americans remembered the twenty-five thousand troops in Bosnia that never came home by Christmas. At the back of the American conscience, terrorism was something that lawyers had dealt with in Oklahoma City, Ruby Ridge, and New York. Americans worried about the long-term effects of their forty-second Chief Executive as it related to the country’s legacy. Terrorists, after all, were the people who killed innocent women and children in remote places like Israel and Chechnya.
