PAUL PHILLIPS is an inveterate fly-fisherman who has self-guided his way to catching thousands of fish in 31 states and several Canadian provinces during more than 30 years on stream. A retired Army officer, he now earns a living as a Wyoming judge, and spends his free time planning future excursions.
